This spiral bound book is all paper, dated to 1938-9 and is a Civic Review for Portland, OR. There is a missing small are at the top of the front cover and inside is a small repair by the city of Portland seal. At the bottom of the first page is a red signature by Ralph B. Blyde with a blurry red Commissioner of Public Utilities. Upon a close up with a jewelers loupe and it looks to perfect so I think it’s a stamp with his signature. The book goes through every department including growth and annexation with some financial summaries. Great piece of history for Portland OR. Book weighs approx. 6 oz and measures approx. 9” long x 6 1/2” wide x 1/4” thick and has 72 pages.
